I think that the government originally paid the scientists to create a way to communicate that would work even after a war, and the scientists began to use it after they created it.


Internet created at CERN

Are You sure that the Internet was created at CERN? Or maybe in Köln? ;)

WWW was created at CERN about 25 years later. ;)

Sardinia

I read the guy who invented world wide web invented it on the island of Sardinia, the second largest island of Italy after Sicily (which has a bridge to it now). CERN had or has a research facility there. IBM had its first "virtual archaeology tour" a database of images, about the same time as Apple's Quicktime went 3D.
